CFWebstore allows some flexibility in creating different types of user GROUPS and assigning them different permissions.
The first place to start is to go to Users > Groups
You will see on the left side a link for 'permissions' .
Click that link to view and edit permissions for that specific group, which takes you to the below page.
Set the specific permissions you would like for that group and hit 'Set Permissions' button at the bottom to save your changes.
Then you can add users to that group and they will inherit those permissions that you have set for that user group.
